The amendment to the National Defense Authorization Act (NDAA) for Fiscal Year 2016 designates the U.S. Army Corps of Engineers as the construction agent on all VA projects over $100 million

The funding was made available through the 2010 Omnibus Appropriations Act. The $139,962 is going to the Grand Junction Housing Authority which has partnered with the Grand Junction VA Medical Center to provide rental assistance vouchers under a supportive housing program for homeless veterans
